• Build Out Infrastructure by securing federal and state grants to extend fiber and 5G to underserved areas.

• Partner with Local ISPs on public-private projects that lower install costs and keep rates affordable.

• Modernize the FCC E-Rate program so schools and libraries in CD-9 get maximum connectivity funding.

Our teachers work miracles on shoestring budgets, and our kids deserve more than cutbacks. Sterbinsky will:

• Increase Teacher Pay to the national average by directing Title I and state aid toward frontline educators.

• Reduce Class Sizes in high-need districts through targeted grant programs and facility expansions.

• Expand Career & Technical Education so every student graduates with real-world skills and pathways to local jobs.

CD-9’s economy thrives on entrepreneurs and family-owned shops. To keep that momentum, Sterbinsky will:

• Offer Tax Credits for startups that locate in rural or economically distressed areas.

• Streamline Licensing by cutting red tape—one-stop online portals, faster approvals, and technical assistance.

• Invest in Green Jobs through workforce training in solar, wind, and advanced manufacturing.

Millions of Arizonans remain uninsured or underinsured, with rural communities facing long drives and rising costs. Sterbinsky will:

• Strengthen Medicaid & ACA Coverage by expanding outreach to enroll eligible residents and close the uninsured gap.

• Permanently Expand Telehealth by codifying emergency licensing waivers so out-of-state providers can deliver remote care.

• Bolster Rural Health Centers with increased HRSA funding to ensure local clinics offer primary and behavioral health services.

• Integrate Behavioral Health into primary-care settings via proven tele-mental health models, addressing spikes in demand.
